Updated argument and outline

Why there is such a robust self-determination movement is that they must be getting a message from somewhere that it is OK to shout for independence because PRC/ROC policy elites are sending the message through their discursive practices as long as status quo can be maintained. So, PRC/ROC officials are constructing Taiwanese through their dialogue and the Taiwanese are responding to it. The question, then, is who,when and why are Taiwan according to policy elites?
